New Delhi: The Central government on Monday refuted charges of corruption and impropriety in the preparations for Commonwealth Games 2010, during a Lok Sabha debate following a volley of questions from the opposition benches.
Congress spokesperson Manish Tewari refuted the opposition’s claims that over Rs 1 lakh crore had been spent in preparing for the CWG 2010, saying that the expenditure for the Games was just around 4,800 crores. He also vehemently denied any corruption in the Games and said that the guilty, if any, would be brought to justice.
Talking about the Central Vigilance Commission’s report on the CWG, Tewari said that the CVC report was just preliminary and indicative. He also played down the controversy around the Queen’s Baton Relay, saying that the alleged QBR corruption was just 0.07% of the total budget and the government was looking into any abnormalities in the handling of the event.
BJP leader Kirti Azad earlier tried to corner the Sports Minister on recent reports that there was corruption in the handling of the Games. Azad charged that the government was trying to shield those who were guilty. He cited the CVC report that clearly pointed out large-scale corruption.
Azad also raised the issue of many of the CWG venues not receiving any NOCs till now and rued the loss of home advantage for the Indian athletes. He also asked the government to account for the expenditure of CWG 2010.
JD(U) president Sharad Yadav, meanwhile, was curt in his comments that the CWG was the smallest of all the mega-events, even less important than the Asiad, and such money should not have been wasted on it. He also urged the House to move beyond the imperialist mindset.
Earlier in the morning, acting on the persistent plea of the Sports Ministry, the Commonwealth Games Organising Committee terminated the services of its tainted Joint Director General T S Darbari in the wake of the corruption scandal.
Darbari, who had been suspended pending an inquiry after his name cropped up in alleged corruption during the Queen's Baton Relay's launch in London, has been told to hand over the charge to Additional Director General VK Saxena.

Anderson was clearly upset he had been found
The woman with the poster was Diane Wilson, a shrimp farmer from Texas who now spends most of her time holding protests against the former CEO of Union Carbide, now a part of Michigan-based Dow Chemicals.
Anderson clearly believes it is not any of his business either.
When a rally of more than 1,000 protestors stood outside his home last week, he stepped outside to speak to them.
"Yell at them is more like it," says Arvind Rajagopal, professor of media at New York University who is involved with the Bhopal awareness campaign in this country. "He said, 'Get your facts right. They bulldozed the clinic we built'. That is bullshit. No clinic was bulldozed. In fact, the only clinic they built is still there in Bhopal."
Anderson is clearly upset he has been found.
It was detection work not by an investigative journalist but by a campaigner for GreenPeace. Casey Harrell left his office in Washington, DC, early one morning to drive to New York. He knew it was going to be an exciting day.
After weeks of research, he had located the address of Anderson's $900,000 home, declared unknown by the American and Indian governments. Harrell wanted to meet Anderson and serve him the arrest warrant issued 10 years ago by a Bhopal district court.
August 28, Harrell sat inside his car with a colleague. A day before, photographers from London's Mirror newspaper had shot a picture of a visibly disconcerted Anderson.
Anderson's Cadillac pulled into his house. Harrell waited. Anderson was rinsing the gravel off his car when Harrell, with a mini camera on him, made his move. Guessing the nature of Harrell's visit, Anderson said, 'Oh, Mr Anderson is not around right now. What do you want with him?'
Harrell, while recognising Anderson, replied he had some questions to ask the owner. Right after, an elderly woman driving her car stopped outside Anderson's home. She had noticed the signs of aggravation on Anderson's face.
'Hey, Anderson! Is anything the matter?' she called out.
"It was then that Anderson got really agitated," recalls Harrell.
"He told the lady not to mention his name and ran inside the house. I started to run after him. Fortunately, as he was about to close the door, I stuck in my foot and threw the warrant inside."
Anderson's neighbor approached Harrell. 'You are mistaken. He is Warren McLaughlin, not Warren Anderson.' Seeing that her listener was not convinced, she raised her voice in exasperation and repeated, 'Don't you understand? He is not the former Union Carbide executive.'
Harrell smiled. 'Ma'am, I never said anything about Union Carbide.'
'Oh my!' gasped Anderson's helpful neighbour and sped away in her Lincoln.

Journalist Shakti Bhatt located former Union Carbide Chairman Warren Anderson's luxury home in New York, declared unknown by the American and Indian governments, in India Abroad, the newspaper owned by Rediff.com, back in September 2002.
As a Bhopal court convicted eight people on Monday, June 7, for the worst-ever industrial disaster, we reproduce the global scoop:
Warren Anderson's home in Bridgehampton, New York, militates against the notion of a hiding place.
Located on a street that runs off the main road, the gates of the house are open. As you enter, the neatly trimmed garden flowers, alternatively red and white, vie for attention with the sparkling vintage Buick Roadmaster parked outside the door.
If you stroll around the house, you come upon a large freshly cut lawn with two full-size beach chairs. The curtains in the bedroom are drawn. A king size bed with cream sheets and satin blue pillows, flanked by an ornate headboard, has just been tidied.
Anderson and his wife Lillian live in this luxury home in the Hamptons, the weekend resort for the rich and famous. And, occasionally, the infamous.
Anderson has lived here since he was charged with 'culpable homicide' for the disaster at the Union Carbide factory in Bhopal in December 1984 that consumed the lives of over 20,000 people. If Anderson -- then Union Carbide CEO -- is ever extradited to India, he could face charges leading to 10 to 20 years in a dirty, overcrowded, rat-infested Indian prison.
Bridgehampton is an intensely private neighbourhood. An outsider driving around its roads is distinctly discernible and stared at. A five-minute walk from Anderson's home on Ocean Road takes you to the water. A man is perched in his red sports jeep, reading a golf magazine.
"Do you know Warren Anderson?" I ask him.
He looks up, a trifle annoyed at being disturbed. "Yeah. I mean we are not best friends but I know who he is," he says.
I begin to walk away. He stops me and says, "You know, yesterday there was this woman outside his home with a poster saying 'Go back to India'."
"Do you know why?" I ask.
"Nope. That is his business,' says the gray-haired man, and goes back to his magazine.

Bhopal gas tragedy: Accused awarded only 2 yrs in jail, get bail
A quarter century after the world's worst industrial disaster killed over 15,000 people, a Bhopal court on Monday convicted former Union Carbide India Chairman Keshub Mahindra and seven others in the Bhopal gas tragedy case and awarded them a maximum of two years imprisonment.
However, 89-year-old Warren Anderson, the then chairman of Union Carbide Corporation of USA, who lives in the United States, appeared to have gone scot-free as he is still an absconder and did not subject himself to the trial.
There was no word about him in the judgment delivered by Chief Judicial Magistrate Mohan P Tiwari 23 years after the trial commenced.
All the convicts applied for bail immediately after the sentencing and were granted relief in the case, the judgment of which comes against the backdrop of a debate on the Civil Nuclear Liability bill, which would provide for compensation to victims in case of a nuclear disaster.

Environmental non-governmental organisation Greenpeace has claimed that it had informed the Central Bureau of Investigation about the whereabouts of Warren Anderson, the then chairman of Union Carbide Corporation, who was declared an absconder in the Bhopal gas tragedy case.
Public relation officer of Greenpeace Nirmala Karunan told PTI that during a photo exhibition in 2002 in America, an unknown person called them and told them about the whereabouts of Anderson.
"On the basis of the information, we had gone to his (Anderson) residence, but his wife told us that he was not at home. Later, we saw Anderson escaping from the back door of his house," she said.
The Greenpeace activist claimed that she shared this information with the US and Indian courts and the CBI. "All the information regarding the incident has been explained in detail on our website also," she said.
Former Union Carbide India [ Images ] Chairman Keshub Mahindra and seven others were on Monday sentenced to two years imprisonment in the case. Anderson, 89, who lives in the United States, is an absconder and did not subject himself to the trial. There was no word about him in the judgment.
Veteran photographer Raghu Rai, who was among the first photographers to capture the Bhopal gas tragedy, says that the verdict is a travesty of justice. Rai's heartrending photo of a dead child with open eyes and innocent face being buried, went on to become the symbol of the Bhopal gas tragedy across the world.
Rai had undertaken a research project for Greenpeace on the disaster after which his photographs were exhibited in various countries.
"We received an anonymous call which informed us about Warren Anderson's address," he said.
According to Rai, the caller told Greenpeace, "You are bloody Indians and they are Americans, You are calling him a fugitive and he is relaxing at his home peacefully."
Calling the CBI a 'tame bull', the photographer said the investigating agency only works when it is forced to. Rai said he did not see the gas victims getting any relief even in the future.
"The manner in which the evidence has been weakened does not leave any hope that justice will be done in the future. No matter how much one proceeds, the evidence has been weakened in such a way that it has become useless."
The veteran photographer terms the verdict on the Bhopal gas tragedy as a case of justice lost for the victims because of the long delay and adds, "It is a failure on the government and judiciary's part that even after 25 years, justice has not been granted to the victims," he said.
Nearly 26 years after the world's worst industrial disaster, which killed more than 15,000 thousand people, the court on Tuesday held all the eight accused guilty.
The photographer said, "After the verdict, my first reaction was that it was a mockery of the victims. This decision will not benefit anybody", he said.

Markets end with marginal gains
The markets put behind the worries of the previous day to end marginally in the green.
A day after tanking 164 points on Eurozone worries, the Sensex ended higher by 41 points at 16657 and the Nifty ended exactly at the 5000 mark, up 13 points.
The midcap index ended at 6790, higher by 32 points and the smallcap index ended at 8492, up 24 points.
It was not a smooth day though. The quiet opening, a steady morning sesson and the firmness in early noon would have flummoxed many a market player as it gave no indication of the volatility that was in store.
But as the European markets slipped into the negative from a position of strength (upto a percent higher at opening bell), edginess came back to haunt our markets and infact dragged the indices below the dotted point at one point.
The Sensex gyrated in a range of more than 200 points during the day before closing at mid point.
Bharti Airtel [ Get Quote ] soared by 5.5% at Rs 272.
The country's largest mobile telecom service provider announced the completion of its deal on Wednesday to acquire the African assets of Kuwait's biggest phone company, Mobile Telecommunications [ Get Quote ] Company, also known as Zain. Sterlite gained 3.3% at Rs 629 and ONGC [ Get Quote ] added another 2.2% at Rs 1191. And index heavyweight RIL [ Get Quote ] added 1% at Rs 1006.
On the losers side, ITC weakened by 4.1% at Rs 277 after turning ex-dividend. Tata Power [ Get Quote ] lost 2.3% at Rs 1213 and Wipro [ Get Quote ] shed 2.1% at Rs 630.
The market breadth was positive. Out of 2897 stocks traded on the BSE, there were 1480 advancing stocks as against 1283 declines.
Tata Steel [ Get Quote ] topped the value charts on the BSE with a total turnover of Rs 163.05 crore. This was followed by SBI [ Get Quote ] (Rs 147.01 crore), Tata Motors [ Get Quote ] (Rs 129.99 crore), Hindalco [ Get Quote ] (Rs 116.31 crore) and RCom (Rs 94.13 crore).
RCom led the volume charts with trades of 7.01 million. It was followed by Hindalco (4.95 million), Tata Steel (2.93 million), DLF (2.03 million) and Jaiprakash Associates [ Get Quote ] (1.18 million).

With the draft direct taxes code being criticised for its proposal to tax long-term savings among others, the finance ministry on Wednesday said a revised draft will be put for public comments within a month for addressing the concerns of all stakeholders.
"The revised draft on the direct taxes code will be put in the public domain shortly...I am confident that it will take care of all the concerns expressed by various stakeholders," Finance Minister Pranab Mukherjee [ Images ] told the annual conference of chief commissioners and directors general of income tax in New Delhi [ Images ].
Central Board of Direct Taxes chairman SSN Moorthy later told newsmen the revised draft will be out within a month.
The finance ministry had sought public comments on the first DTC draft which will replace the archaic Income Tax Act. However, the first draft drew criticism from certain quarters for its proposals to tax long-term savings at the time of withdrawal, imposing minimum alternate tax (MAT) on the basis of gross assets as against profits at present and its silence on offering tax rebates for home loans.
"A new DTC draft is under revision taking into consideration the areas of concern expressed by various stakeholders," Mukherjee said, adding the DTC Bill will be introduced in the monsoon session. "It will indeed be a legislation for the 21st century that will witness the emergence of an economically strong and vibrant India [ Images ]."
Anticipating that the DTC will usher in major changes in the direct taxes regime, he asked the I-T department to draw a roadmap for administratively meeting the challenges and the changes that will be introduced in the new legislation.
Reiterating that the economy will grow by 8.5 per cent this fiscal, he asked the department to monitor fast-growing sectors to check tax evasion. He also directed them to look at smaller towns and cities that have emerged as centres of growth due to the inclusive growth agenda of the government, to widen the tax base.
Mukherjee further asked IT officials to try hard to give the exchequer little extra than the targeted Rs 430,000 crore this fiscal. "My appetite is infinite and my greed is more," he quipped.
Revenue secretary Sunil Mitra said the revised target of Rs 387,000 crore was missed by about Rs 8,000 crore (Rs 80 billion) last fiscal and could have been met, if Mumbai [ Images ] and Delhi "had worked harder".
At the meeting, Mukherjee announced operationalisation of Rs 100 crore (Rs 1 billion) Income Tax Welfare Fund, pending since 1998. "The fund has a corpus of Rs 100 crore kept in interest-bearing deposit. The interest earned annually on this deposit, and other annual accruals to the fund, will be available for welfare activities of I-T department employees," he said.
Mukherjee expressed hope that CBDT will come out with innovative welfare measures to further motivate its employees to excel in their work.
